There's no official definition of when a game of poker becomes a game of 'high-stakes poker', but it's generally understood that a high-limit game is one that most players could not afford to sit at.

Ultimate Bet doesn't have the lowest rake fees at the lower limits, but does offer the lowest maximum rake fee when compared to other large rooms. This makes it a good choice for higher limit players, a place that tends to have more 'serious' players, which lends itself to a higher percentage of larger stake Texas Holdem games. Competition can be stiff, but with fair rakes and very high table maximums, it's a good place for good high stakes players to find a game.

Unfortunately Pacific Poker recently raised their Rake fees and Cap slightly, but they still have a good number of players at the higher limit tables, though with more limit players than NL or PL. Because a lot of players are made up of casino patrons (Pacific Poker is owned by Casino On Net), the competition tends to be weaker than at other rooms as well, making it a good choice for experienced high stakes players looking to make some money.
